This massive complex of drainage tunnels and maintenance areas runs beneath the entire city. What once was a basic drainage system has long since become a network of tunnels and caverns.
There are numerous drainage hubs which many people live. Some by choice, others by necessity. Basically a city underneath a city. Security down here is minimal to almost non-existant, allowing for all sorts of things to transpire down here.
